Manually issuing 'rfkill unblock wifi' does seem to reactivate the wifi. The symptoms vary. Sometimes the panel app will claim that the wifi is disabled by the kill switch. Other times it will pretend to renable wifi,but it won't connect to anything until the rfkill command is issued.
