Title:
Wifi cannot be reneabled after disabling 'wireless networking' in
  network manager

Status in “network-manager” package in Ubuntu:
  Incomplete

Bug description:
  Output of lsb_release -rd:
  Description: Ubuntu 12.04.1 LTS
  Release: 12.04

On a Sony Vaio YB4A Notebook, once 'wireless networking' is unchecked
in the networking panel app, it cannot be enabled using the panel
app again. Manually issuing 'rfkill unblock wifi' does seem to
  reactivate the wifi.

The symptoms vary. Sometimes the panel app will claim that the wifi is
disabled by the kill switch. Other times it will pretend to renable
wifi, but it won't connect to anything until the rfkill command is
  issued.
