This made complete sense until recently (Desktops normally don't have a Touchpad). However, with new wireless/wired touchpads (like Apple Magic Trackpad, Logitech Wireless Touchpad, new keyboards with embedded touchpads, etc), actively supported by Kernel, this is not the case anymore. If a touchpad is detected, even on a Desktop, wired or wireless, the "Touchpad" tab on g-c-c / "Mouse and Touchpad" should be displayed. I have already discussed this in Ubuntuforums (http://ubuntuforums.org/showthread.php?p=12128572#post12128572) and Brainstorm (http://brainstorm.ubuntu.com/idea/29977/). In both cases I was advised to post this is a bug.
