I can confirm that this bug is still present on Rhythmbox 2.97 on Ubuntu
12.10. It affects me pretty majorly since I listen to most of my songs
on repeat. Once a playlist with a single song is put on repeat, it never
rescrobbles after the first time I hit play until I manually interrupt
and play the song again.

Bug description:
  Binary package hint: rhythmbox

  I use rhythmbox 0.11.0 from gutsy repositories. Problem happens when I
  have only one track on my playlist, and there is REPEAT option
  enabled. Rhythmbox should scrobble info every time I repeat this one
  track. It doesn't. There is a situation,  in which I play one track 10
  times and rhythmbox scrobble it only once. When I used Feisty Fawn
  there wasn't such problem.
