The 'Apply System Wide Settings' button has stopped showing up on the
'Network Proxy' tab of Network panel in Gnome Control Center, thus not
allowing to set the proxy settings system wide. In absence of this
button, the Network Proxy applied is not getting applied to the 'Shell'
based programs such as 'apt-get' etc.
Earlier, after changing the proxy settings and clicking on 'Apply System
Wide' button and entering 'sudo' passwords, the setting use to get
applied for shell based programs as well. Currently that is not the
case.
Please note I tested it with user having 'sudo' rights.
