  Right ALT not working as key modifier

Bug description:
  Using an US International Keyboard, you should be able to type '«' by 
pressing RIGHT_ALT + '['.
  Actually every time I start or reboot my Hardy install, this is not working. 
To make it work I need to start the Keyboard Preferences from the menu, then in 
the options select and deselect one of the option (for example add Euro sign to 
'E', and only to make the system reload the keyboard mapping). After this the 
keyboard will correctly type this '«'.

  This problem didn't happened on Gutsy, from which I updated my
  install.

  Here following further informations about my config.
