I'm using now Ubuntu 13.04 dev with libgtk2.0-0 2.24.13-0ubuntu2 and all
is now working fine. The file will be created without problems from any
application.

Bug description:
I'm using Ubuntu 12.10 dev and libgtk2.0-0 2.24.10-0ubuntu6. If I'm
trying to change some settings in the gtk file chooser dialog (for
example GIMP and SciTE) like "Show Hidden Files" the file
~/.config/gtk-2.0/gtkfilechooser.ini isn't created. I can create the
file manually and write all wanted options in there and they are even
loaded by the gtk file chooser dialog.
