The scrolling of the thumbnails slides in Impress is misbehaving with
the mouse wheel

Bug description:
On Ubuntu 12.10 64 bit:
- open any odp file with at least a few slides in it
- put the mouse cursor over the slides thumbnails list on the left pane
- use the mouse wheel to scroll down
Expected behavior: the slides thumbnails scroll down, one by one
What happens instead: nothing
- use the scroll bar to scroll down the slides thumbnails until the last
slide at the bottom
- use the mouse wheel to scroll up
Expected behavior: the slides thumbnails scroll up, one bye one
What happens instead: the slides thumbnails are instantly scrolled all the
way up to the first slide
