Bug description:
  Binary package hint: cups

  From the CUPS documentation:

  'The CUPS scheduler (cupsd) uses the /etc/cups/subscriptions.conf file
  to store the list of active subscriptions'

  /etc/ is an incorrect place to store (what is presumably) transient
  information like this, surely?
