Incomplete practically means: additional information is needed.
When there is a request in order to triage the issues, the status goes to 
"Incomplete" till the answer arrives.

Please provide the information requested in order to make the resolution
of this bug faster.

Title:
  Installing fglrx/fglrx-updates does nothing. radeon still in use.

Status in “fglrx-installer” package in Ubuntu:

Bug description:
  Installing fglrx or fglrx-updates succeeds, but I'm still stuck with
  only the radeon Xorg driver loaded (and fully functional).

  Xorg.0.log shows that it can't load fglrx no matter what I do:
