Thank you for your bug report, that seems rather a lxde issue than a
gnome-control-center one, the lxde people should state what depends are
fine for them (they don't want to depends on GNOME stuff) and get the
panels they need using OnlyShowIn=LXDE

As a part of trying to get a11y working in Lubuntu I have installed
gnome-control-center
[Expected] installing gnome-control-center will pull in the a11y parts
that are needed.
[Result] it has not.
