Sound settings in Control Center do not work with USB headsets

Bug description:
Have a usb headset, the control center sound settings have no effect (volume
changes) on the headset, sound tests do not work, alsamixer does manage to
change the volume however
Attached output of pactl list cards and control-center debug with debug
library
