Tested in 5.4.1.2, this is fixed: the "Previous Purchases" screen
appears as it should. I've reported bug 1091323 on making it more useful
in the empty state.

1. Without ever having purchased software from USC, choose "File" >
"Reinstall Previous Purchases".
What happens: Nothing.
What should happen: The "Previous Purchases" screen appears just as it would
if you had previous purchases, except that the list is empty.
