I am experiencing this issue as well on Ubuntu 12.10 (3.5.0-21-generic #32-Ubuntu x86_64 GNU/Linux).
I have placed an image file in the user's ~/Pictures folder. (I ensured that user, group, and others have read/write access to the picture). I then set the user's wallpaper to this picture from the *Pictures* option inthe Appearance dialog. Unfortunately, the LDM greeter login screen only shows the default purple and orange Ubuntu wallpaper.
