I am experiencing this issue as well on Ubuntu 12.10 (3.5.0-21-generic
#32-Ubuntu  x86_64 GNU/Linux).

I have placed an image file in the user's ~/Pictures folder.
(I ensured that user, group, and others have read/write access to the picture).
I then set the user's wallpaper to this picture from the *Pictures* option 
inthe Appearance dialog.
Unfortunately, the LDM greeter login screen only shows the default purple and 
orange Ubuntu wallpaper.

However, if I set the user's wallpaper to any default picture from the
*Wallpapers* option inthe Appearance dialog, the selected picture is
also displayed on the LDM greeter login screen.

  When showing login screen, it shows ubuntu default wallpaper, and not
  user wallpaper. My wallpaper is not in ubuntu's list, but from a
  different folder.
