For as long as I can remember I've had this system configured to bring a
window into focus as the mouse travels over it.  Without overtly
changing any X or mouse driver configuration parameters the
functionality has vanished.  Now a mouse click is required to bring a
window into focus.

Another issue here is the ease of finding this configuration option has
been abstracted away.  It may still be there, however I'm too pressed
for time to spend more than the time already invested to fix something
that was never broken....until now.
