promote libgnomevfs2-extra to main

Bug description:
in inkscape, if libgnomevfs2-extra is not installed, the import from
openclipart.org will fail. ("File -> Import From Open Clipart Library,
Search").
as such, it would be nice to move libgnomevfs2-extra from suggests to
recommends.
in order to support this change, please promote the libgnomevfs2-extra
package to main
