  useability request with full screen mode

Bug description:
  Binary package hint: firefox-3.0

  When using full screen mode on a netbook (F11), moving the mouse to
  the top of the screen makes the address bar and tabs appear. If the
  mouse extends below the tabs (easy to do on a small trackpad) the
  address bar and tabs instantly disappear. This makes for a rubber
  banding behavior where I try to grab the top of the screen, then back
  down to the tab and overshoot. rinse, repeat.

  Implementing a delay on the hide action would go a long way to fixing
  this issue.
