A screencast seems like overkill.  Do this:
Prepare: try to imagine you're a beginner, or at least that you're new to using 
multi-line headers.
start LO Writer
table -> insert table
in the popup dialog, try to change the X in
    The first X rows
without changing anything else.  It won't change.

I submit that this looks like an unresponsive dialog.  Even if the
behavior is correct in a way, it would be nice if there were more
feedback.

So: change this from a bug to a feature request.  Either:
1. Automatically also increase the number of rows.
2. Pop up a dialog explainging the problem.

Bug description:
  When I create a new table, the dialog has a box to enter the number of
  lines of header, and an up/down widget to nudge it.  By either method,
  I am unable to change the value from 1 to anything else.  I have
  checked "heading" and "repeat heading", but that does not improve
  things.
