Title:
GTK Rendering Issue (potentially a ScrolledWindow problem)

Status in “gtk+3.0” package in Ubuntu:
  Won't Fix

Bug description:
While hacking on Ubuntu Accomplishments I have noticed some strange
behavior with GTK. We added support to add a series of nested widgets,
one of which is an IconView, and we are getting different rendered
output on Precise and on Quantal.

To make this easier to demonstrate, I wrote
lp:~jonobacon/+junk/gtkissue - if you download this and run 'quickly
run' to run it, you will see this on Precise:

      http://farm8.staticflickr.com/7115/7777807764_2849c23d1a_o.png

And you will see this on Quantal:

      http://farm9.staticflickr.com/8288/7777814982_8ea437111b_o.png

It looks like on Quantal the the policy for scrolling is being
interpreted incorrectly and the horizontal scrollbar is being
rendered. The expected behavior is what I see on Precise.
