This is basically a duplicate of bug 1093938.

The symbolic icons are used throughout gnome-control-center. You can
find a list by running rgrep 'symbolic"' in the gnome-control-center
source tree.

A different theme should be able to simply provide those icons. For
those reasons, I'm closing this bug.

Title:
gnome-control-center should not have hard dependency on gnome-icon-
  theme-symbolic

Status in “gnome-control-center” package in Ubuntu:
  Invalid

Bug description:
A hard dependency on a icon theme package makes replacing that package
impossible (or ugly in the extreme by using Breaks).

At most, use a Recommends dependency. Even better would be to use a
virtual package for symbolic icons ;)
