I have selected "Norwegian" and "Norwegian Bokmål" as sole languages in
System - Administration - Language support (this will install
thunderbird-locale-nb-no although it is only a transitional package).
Nevertheless, Thunderbird displays all menus in English. Tested with a
fresh user profile. This issue seems to be experienced by many other

- It appears that thunderbird-locale-nb mainly contains the unpacked xpi file

The problem is that /usr/lib/thunderbird/extensions is a real
