In 12.04 it worked fine.

gconftool -R /apps/metacity/general
 button_layout = close,minimize,maximize:
 auto_raise_delay = 1000
 compositing_manager = true
 workspace_switcher_keyboard_cycle = true
 theme = Dust
 num_workspaces = 6
 capture_before_unmap = true
 visual_bell_type = frame_flash
 disable_workarounds = false
 titlebar_font = Arial 11
 auto_raise = true
 show_maximized_titlebars = false
