The option in settings dialog was available in earlier versions, but I'm
really missing the on click entry in the menu. It's really annoying to
change settings to show offline contacts, send a message to the contact
and after that go to settings again and hide offline contacts.

Empathy user experience goes from bad to worse with every gnome-shell
version.
