es_MX locale uses wrong decimal comma (it should use dot)

Bug description:
When selecting "Regional Format" as "Español; Castellano (México)",
Number format appears like "1.234.567,89", when it should be read like
"1,234,567.89", the same as "Español; Castellano (Estados Unidos)".
