Apport uses pkexec since Quantal, with a proper message (see
/usr/share/polkit-1/actions/com.ubuntu.apport.policy).

Bug description:
When 'apport-bug' asks for sudo access, the reason given is that it
wants to "_modify_ important parts of the system".
Ideally this should be re-worded to remove the word modify and state
that apport-bug only needs to read/collect information.
