Public bug reported:

not much else to say. When using alsamixer from terminal and when using
all gui methods of changing volume it always mutes at 15% and below.
When using alsamixer volume jumps from 0 to 16 and when using gui
sliders there is nothing below 16%. I have found nothing about this
other than two other posts with people saying the same thing, and no
fixes posted there either. I can't imagine only three people are
experiencing this.
