Ok, after forcing FF18 to enable WebGL with https://wiki.mozilla.org/Blocklisting/Blocked_Graphics_Drivers#How_to_force-enable_blocked_graphics_features
webgl.force-enabled=true webgl.msaa-force=true layers.acceleration.force-enabled=true for the same test http://webglsamples.googlecode.com/hg/aquarium/aquarium.html it is now 30 fps. So for some reasons WebGL functionality seems to get blacklisted in FF. However it seems to work realiably and stable.
