Actually, I found the extension "WriterRotationTool". It works as a workaround in LO. You will need to install the version 1.0 (tested on LO 3.6.4.3) from there: http://extensions.services.openoffice.org/en/node/3620/releases
After restarting LO, you should see a new blue icon in the toolbar.
