Another data point: In Preferences -> Mail Preferences -> HTML Messages, checking the ''Never load images from the Internet" options solves the problem for me. The "Unknown background operation" status notifications go away when I do this.
This leads me to believe that the bug is related to webkit html mail display fetching images gone awry.
