apport-gtk & cli don't open LP crash reports

Bug description:
Atm in 13.04 crashes seem to upload to some db (whoopsie?) rather than open a
Launchpad report.
I haven't found any docu as to whether this is intended or not.
Editing /etc/apport/crashdb.conf will allow LP reports to be opened as in the
past. If this is not intended or desired then I'll restore crashdb.conf to
orig. & just let whatever happens on crashers happen
The edit I've used - on line 22 added 'Crash'
