Bug description:
Software Center version 5.2.2.2, Ubuntu 12.04
On Ubuntu 11.10, when the software-center is invoked to install a
package from a local .deb file, the Install-Button is deactivated
while not connected to the internet.
This is annoying as the software center is unusable slow while
connected on my machine, but that's another bug.
