Update Depends for new oneconf packaging

Bug description:
Software Center depends on Oneconf, importing from the oneconf Python
package.
With LP: #1088536 about to land, we've reorganized the oneconf binary
packages for better Python 2/3 support. Software Center will need to
Depend: python-oneconf when this lands. Eventually <wink> when SC is
finished porting to Python 3, this will change to python3-oneconf.
I'll post a merge proposal soon.
