I get this behavior when I use a bridge or an ordinary wired ethernet (eth0) for network connection iff this interface is not managed by NetworkManager but defined in /etc/network/interfaces.
Problem is (at least to my experience) that NetworkManager cannot open an VPN over a working connection that it does not manage itself. Feature requests: 1. NetworkManager should search for and report properties of ALL network connections, even these not managed by itself. Working connections not managed by NetworkManager should marked like 'not managed by NM'. 2.
