Even if the attached accountsservice patch does not fix the root cause
of this bug, it prevents e.g. a Chinese item from being displayed in the
language list if no Chinese langpack is installed. It does not affect
the list of locales for setting regional formats, though.

  Unnecessary languages listed but not installed after install

Bug description:
  Testing Precise ISO build 20120319.

  Steps:
  1) Boot it from a usb/cd live and click on Try Ubuntu with English language.
  2) Click on Install icon on the desktop, connected or not to the net (it's 
the same)
  3) After reboot, the language selector shows as screenshot-19 and 
screenshot-20 (regional format)

  English variants and Chinese are grey in the list, the only installed
  language (checked in install/remove languages...) is English.
