I can confirm that this issue seems to have been fixed on the latest
Ubuntu 12.10 with all the latest updates installed

I turned off bluetooth indicator and rebooted. Bluetooth indicator was
turned on again after reboot. This happens everytime I reboot meaning
I have to turn off bluetooth indicator each time I reboot.
