Indeed, http://cgit.freedesktop.org/upower/commit/?id=95184593504bca5240ecd296db98954decd2c5a5 covers exactly the device which Pete is reporting. Unfortunately the sysfs dump isn't enough to reproduce the error as these devices do not report their charge level through sysfs.
I assumed that earlier upower versions reported the correct charge levels, but now I realize that the description did not actually say this. Both the keyboard and mouse work (I'm using them to type this bug) and the low battery light on the respective devices do not show low power. Even switching to brand new batteries don't make the indicator change state.
