resolv.conf is not populated with nameserver configuration from dhcp

Bug description:
After a fresh install of Kubuntu 12.10, my resolv.conf remains
stubbornly empty. I have tried manually setting the DNS server via the
network manager UI (which doesn't work); I tried turning off dnsmasq
in the network manager configuration (which didn't work); I tried
dpkg-reconfigure to set resolveconf to auto (which didn't work); and
finally I edited resolvconf.d/head with my nameserver, which works.
I see the DHCP info arrive in syslog, with a nameserver, but it is
never written.
