I don't believe this is an issue that we need to resolve. In the
majority of cases, a user will want to mount a volume because they want
to interact with the contents of it. I don't think it's unreasonably to
ask the user to click on the volume icon on the Launcher to mount and
open it simultaneously. Marking as Opinion until input is received.

Bug description:
  I frequently need to mount a device without actually running the associated 
application. Like mounting a partition to play a vid from some app history list 
that point there.
  Having a way to only mount a partition will help it.
