I'm currently getting this issue with an up-to-date stable version of 12.10.
If I maximise the window it maximises fine but when I close and reopen it, it is fullscreen but with window decoration rather than integrating with the panel. Furthermore if I try to get it to boot it up in a specific workspace using windows with fixed viewport in CompizConfig Settings Manager it doesn't move from the primary workspace. Steam for Linux has the same problem with maximising windows although it is only obvious in the workspace switcher and also doesn't move with fixed viewport places.
