Ubuntu key not display unity launcher when no apps running

Bug description:
Until last week pressing and releasing the Ubuntu key always displays
the unity launcher with the search bar. This continues to work if I
have applications running in the current workspace, but if I press and
release the Ubuntu key in a workspace that has no applications running
nothing happens.
Steps to reproduce:
1. Go to a workspace with no running apps (also works if all apps are
minimized).
2. Press and release the Ubuntu key.
3. Nothing happens.
Expected behavior:
1. Go to a workspace with any app running (tested with just chrome running)
2. Press and release the Ubuntu key.
3. The Unity launcher is displayed with the search bar.
The behavior should be the same even when no apps are running.
NOTE: this was working until about last week, sadly I didn't check
which packages I updated.
