A test as you described shows this bug to be valid.

I also have it working correctly under 12.04, but nothing leaves the
outbox under 12.10.

  Making a filter to redirect a message does not work

Bug description:
  Ububtu 12.10 (quantal) 64-bit
  Kernel Linux 3.5.0-21-generic
  GNOME 3.6.0
  Evolution 3.6.0-0ubuntu3

  Making a filter to redirect to another email address, sends the message to 
the outbox. But then it will not be send, it stays in the outbox.
  In Ubuntu 12.04 it still worked most of the time.

  If i make a filter to redirect an email, i suppose it will be send as
  well.

  The redireted mails stayed in the outbox and were not send.
