gnome-panel is not maintained by Gnome anymore, but this could apply for
other desktop environments as well.

I don't think this is feasible. A good UI font should have the same
width in its numerals, so things like the clock don't jump around. While
this is true for the fonts Ubuntu has used by default for its UI (Vera
Sans/DejaVu, Ubuntu), if you change to a decorative font like Purisa,
then the problem is in Purisa (or not, I don't know if its creators
intended for it to ever be used for UI).

What you propose has already been done in a media player: Clementine.
And it looks weird.

Title:
Clock should request fixed width font

Status in “gnome-panel” package in Ubuntu:
  Won't Fix

Bug description:
  Binary package hint: gnome-panel

Ubuntu allows users to select their system fonts. Unfortunately if a
non-fixed width font is selected for the "application font" in
appearance settings, then the default clock used by ubuntu will shift
around. The five different fonts users can change are the
"application font", "document font", "desktop font", "window title
font", and "fixed width font". The clock should make use of the fixed
width font because that is the font users select for applications to
use when it has fixed width font needs. Thanks y'all. Have a good
  Thanks Giving.
