  Menus don't open while the keyboard is grabbed

Bug description:
  When running a full-screen VM (based on virtual box here) on the
  second monitor, and the VM has focus, the panel indicator apps  on the
  first monitor do no longer work. They do respond to mouse-clicks and
  seem to be selected, but they never open as expected.

  As soon as the VM loses focus (e.g. by clicking on the first monitor's
  desktop), the panel indicators work again as normal.
