I don't get why this bug is marked as invalid. At this moment transmission neither honours the regular nor alternative speed limits. And it's not about fine-tuning, either. As you can see in the attached screencast the actual download rate is so far off from the configured setting that this has to be a bug. The depicted rates also correspond with the total rates reported by the System Monitor.
