This is no longer a bug as far as I can tell. This has been working for
a while.

Title:
Pressing Alt+F2, writing a command and pressing down arrow once, does
  not go to results

Status in Unity:
  Invalid
Status in “unity” package in Ubuntu:
  Invalid

Bug description:
Pressing Alt+F2, then starting to write a command presents possible
completions. Pressing the down arrow once (as tab is reserved) to
select the first of the showed results or the "see X more results" (if
available) does not select anything. Pressing it twice will go to the
  first result.

  Steps to reproduce:
  1. Press Alt+F2.
  2. Start typing a command e.g. gnome... There will be many results so "See X
more results" is visible.
  3. Press the down arrow once. Neither the "See X more results" nor the first
result is selected. The text cursor is no longer visible. (To activate "See X
more results" the right arrow must be pressed)
The same occurs even for a more specific command e.g. gnome-calculator ,
where "See X more results" is not available.
  4. Press the down arrow once more. The first result is selected.

Using the dash (pressing the super key) in a similar fashion, writing
a command and pressing the down arrow would activate the option to
"see X more results", or will select the first result if one line of
results is available, which is the expected behavior.
