can't install a .deb when offline
Status in “software-center” package in Ubuntu:

Bug description:
On Precise 12.04, on a PC that is not connected to the internet, if
you double click a .deb file in Nautilus, it opens Software Centre,
then gives a spinning wheel while it looks online for reviews. At that
time the "install" button is greyed out.
When that eventually times out and says it can't find any reviews, the
"install" button remains greyed out.
The "install" button should, of course, be enabled at that point so I
can install the .deb file when offline.
