This bug occurs with empathy's account-plugin-* , (which require to fill
up credentials). With account-plugin-* based on web authentication,
everything seems to be ok.

Steps to reproduce:
1. Open System Settings --> Online accounts
2. Try to add some of these accounts: aim, icq, jabber, yahoo (possibly also 
gadugadu, irc, mxit, myspace, salut, sametime, sip, zephyr)
3a. You can see there are fields for account details missing. If not, and 
everything seems ok, I found out how to reproduce this bug ===> proceed to 3b.
3.b Fill up credentials and open Empathy. Then try to remove added account and 
try to add it again. The fields are missing now. Sometimes this is "fixed" 
again after system restart.
4. Click on "Cancel" or "Done". You will experience this crash.

Even if you can fill up informations (see 3b), plugins, at least icq,
does not seem to be working.

I have rebuilt and installed empathy and gnome-control-center from
source with GCC -g flag (with debugging symbols) and reproduced crash.
