This bug does not occur anymore, and in 13.04 the desktops icon, which seemed
to be around the problem is not there.
So, the bug is already fixed.

Bug description:
On Unity, when I start an application that is not pinned to the
launcher, its icon does not appear at the end of the list as expected,
instead it pushes the last pinned icon down.
For instance, if the pinned icons are:
Firefox, Terminal, Nautilus.
After starting Rhythmbox it goes like:
Firefox, Terminal, Rhythmbox, Nautilus
When everyone would expect:
Firefox, Terminal, Nautilus, Firefox
Just in case it has something to do with it: I have configured the
launcher to hide mounted devices from the launcher.
