First step will be to verify that setting the brightness manually
(either using xrandr or through /sys/class/backlight/*/brightness) is
still functioning correctly. If that is, we can assert that the bug lies
in the ACPI handling of the key presses. Otherwise, the bug lies
somewhere in the chain of applying the brightness (which may lead us
back to ACPI again...).

  FN UpArrow and DownArrow shortcut for screen brightness is broken

  When i updated from kernel 3.2.0-26 to 3.2.0-27 i found that my screen
  brightness shortcut (FN UP and DOWN) was no longer functioning
  correctly. It can now only have one of two states full brightness and
  the step below that.
