Bug description:
  Two parts:
  - json file maintained in a new libunity-common package. As the smart scope 
is using libunity, it will have that list and know what's the default scopes 
are intended to be installed on that version of ubuntu.
  - we pick up that file in debian/rules for unity and generate the recommends 
to ensure we will always been in sync
