There is a way to enable horizontal scrolling which I’ve found
accidentally! :D

Open dconf Editor
Go to org > gnome > settings-daemon > peripherals > touchpad
check horiz-scroll-enabled

There is also an option for edge scrolling: write "edge-scrolling"
(without quotes) for scroll-method. It shoud be the default.

Bug description:
  Using the 2012.11.28 daily build of 13.04 (i386) and fully up-to-date.
  No option is visible to set the horizontal two-finger scrolling. It is
  of course adjustable through a script modifying synclient or changing
  the config file for xorg, but in 12.10, this was available in the
  mouse & touchpad menu. (Although I prefer the layout of the new menu,
  I'd like to see this functionality restored).
